Shanghai Technology Business Incubation Association is developed from Shanghai Hi-tech Business Incubator Network, which was established in 1999. With years¡¯ development, Shanghai incubators have had dramatic growth, reaching 31 incubators from the amount of 13 in 1999 , including 12 professional incubators in the fields of IC design, etc., and 4 incubators obtaining ISO Quality System Certification. These incubators form a sound diversified investment structure with joint efforts of universities, venture investment companies and private institutions, which positively transferred from the status with government being the major investor.
On the basis of Shanghai Hi-tech Business Incubator Network, in December, 2004, Shanghai Technology Business Incubation Association was initiated and established by 51 members, including 31 incubator members from Shanghai Hi-tech Business Incubator Network and another 20 members from investment institutions, intermediary agencies, law offices, and technology enterprises, etc. The Association is a non-profit social organization, approved by Civil Affairs Bureau of Shanghai Municipality.
Shanghai Technology Business Incubation Association will abide by national and municipal laws and regulations to promote the healthy development of technology business incubators in Shanghai. It upholds the guideline of ¡°service, self-discipline, coordination and communication¡± to accelerate the development of Shanghai Technology Business Incubators towards normalization, specialization and internationalization through various ways, such as conducting academic research, formulating development plan, strengthening self-discipline, setting up service platform, opening information websites, carrying out consultation services, authorizing qualification, arranging professional trainings, implement coordination, enhancing exchanges and cooperation and so on.
