Under the direct leadership of S&T Commission of Shanghai Municipality, taking the organization model of “One Incubator, Several Bases”, Shanghai International Business Incubator (IBI) was established in 1997 with approval from Ministry of Science & Technology of P. R.C., with guidance from Shanghai Technology Innovation Center (STIC), and join efforts by innovation centers with certain conditions of internationalization. The headquarters of SIBI is located in STIC. The Incubator has 6 incubation bases, including STIC, Caohejing, Zhangjiang, Yangpu, Withub, and Shanghai University Technology Park.

IBI devotes to providing excellent innovation environment and perfect service for domestic and overseas small & medium sized companies and returned overseas Chinese students to establish their technology business, and enjoys relevant state and Shanghai preferential policies, with characteristics of “Government coordination, resources integration, rational collocation, advantages complementary, and operation flexibility”.

Shanghai IBI implements the strategy of leading in and going out, which has already had remarkable effect in the internalization process. With more than 100 overseas incubator managers’ participation, the “International Training Program on Incubation Mode of Business Incubators”, undertaken by IBI, with he mutual benefits of teaching and learning has enjoyed sound international reputation. IBI devotes to extensive communication and cooperation with well-known international incubators, and has established close cooperative relationship with incubators and counterparts in more than ten foreign countries such as France, Japan, Russian, USA, Korea, UK, etc. And the cooperation mode of “mutual benefit and reciprocal support” between Shanghai and French incubators is highly acknowledged by the Ministry of Science & Technology of P. R.C.

Meanwhile, as one of the initiators of Asian Business Incubator Association, STIC was awarded as the “Honored Incubator” from Asian Business Incubator Association. With the development of internationalization process of incubators, Shanghai IBI has gradually become a key window to the technological cooperation between China and Asia, and the whole world as well.
